Request for Proposals

The Maine Arts Commission is requesting proposals for “Design and Publications Services” for the period of August 8, 2008, through August 7, 2009.

Sealed proposals, Three (3) copies, must be clearly marked “Proposal: Maine Arts Commission Design & Publications Services” and delivered to the following address:

All communication with regard to this RFP must be directed in writing, preferably email, to the Contact Person: Maine Arts Commission, Attn: Darrell Bulmer, 193 State Street, Augusta, ME 04333, telephone 207/287-6746 (darrell.bulmer@maine.gov). It is the responsibility of the bidder to inquire about any requirements of the RFP, which are not understood. The deadline for written questions is 3:00 p.m. (local time) July 1, 2008. The Maine Arts Commission will issue a written summary of questions and answers on July 10, 2008, online at MAINEARTS.com. If you are unable to access the online questions and answers, a hard copy will be forwarded to you at your written request.

Proposals must be stamped received no later than 2:00 p.m. (local time) on July 24, 2008. Please note that only proposals received at the Division of Purchases at or prior to the stated time will be considered; bidders submitting proposals by mail are responsible for allowing adequate time for delivery. Proposals postmarked by due date only will not suffice. Faxed proposals will not be accepted. Proposals received after the 2:00 p.m. (local time) on the deadline shall be rejected. The State reserves the right to reject any or all proposals.

The opening of proposals shall be open to public attendance. The name of the respondent will be read aloud. No other information will be made available prior to evaluation and award notification. All proposals shall be sequestered from this time until notification of award by the contracting agency after which time they become public record.
